Surface temperature forecast for the January 1998 storm.

Map of forecast surface temperatures shows a cold pool of below-freezing air at the surface in Northern New York and Southern Quebec.
Warm moist air overriding the cold surface air dropped a few inches of liquid precipitation that froze on contact with the ground,trees and wires,
resulting in power outages for 75 percent of area residents.
